TCG Bulletin

March 2006, Volume 29, Issue 3

Also online this month:

FIELD LETTER

In the March Field Letter, Cameron addresses developments on the national advocacy front, commenting on the federal government's lack of emphasis on arts education in our schools and the proposed 2007 national budget, which fails to increase NEA funding. He shares views and developments from the field on state funding issues, organization turnaround and the reinventing and refocusing of core values. He also ponders the technological advances that are threatening business-as-usual in Hollywood and what this means for the American theatre: "What we and Hollywood are both dealing with is a tendency to isolate/cocoon/nest—you name it—which we in the theatre at least must find new ways to confront." More success stories from the field are shared, and Cameron ends with a reflection on the sadly growing number of playwrights who have recently passed away: "I'm sure you all join with me in remembering each with affection, with gratitude for the work they left us and with an awareness of the new holes that have opened in our landscape with their departure."

If you have not already filled in your survey through our new secure online survey form, we strongly encourage you do so. Please note that, in order to preserve the particularly sensitive nature of the information, we have deliberately restricted the online tool to survey submission only. 2006 TCG National Conference: Building Future Audience

Register now for the TCG National Conference, Building Future Audience! Invitations have been sent to all TCG member theatres. The conference, which will be hosted by the Atlanta theatre community, will be held at the Woodruff Arts Center, home of the Alliance Theatre, from June 8–10. On June 8, Blue Ocean Strategy, this year's pre-conference, will focus on strategic planning in a time of change. Space is limited, so register now to avoid disappointment! We'll see you in Atlanta in June!

Action: The early bird registration deadline is April 3. Visit the National Conference section of the website for more information, and check back frequently for updates.

Leadership for Artistic Directors Session in June: Limited Availability!

Due to the immense popularity of the pre-conference artistic leader training at the 2005 National Conference in Seattle and the post-Fall Forum training program in New York, TCG, Dance/USA and National Arts Strategies are thrilled to offer a third session of Leadership for Artistic Directors. This advanced training program is designed for existing or prospective artistic directors who want to understand more clearly the organizational leadership responsibilities of the position. Priority will be given to leaders affiliated with a member theatre, but individual artists and non-members are eligible to be on a wait list until April 7.

Action: The application deadline is April 7. Registration is $250. There are a limited number of slots available to TCG members and the slots will be filled on a first-come, first-served basis. Visit the Events section of the website for more information.

2006 New Artistic Leader Institute

TCG is pleased to announce the 2006 New Artistic Leader Institute, a program supported with funds from the NEA and the Andrew W. Mellon Foundation. 2006 will mark the fourth Institute, which will be held from August 8–11 in the San Diego area. Its goal is to orient new and prospective artistic directors to the non-artistic aspects of leading a theatre company. While there are numerous professional and academic programs focusing on theatre management, there are few available that introduce artists to the responsibilities which will, in all likelihood, extend beyond their prior experiences. Artistic leaders who have been at their theatres since 2004 are eligible to apply for the Institute. Resident directors, associate artistic directors and freelance artists are also eligible to apply. The registration fee will be $300 and will include materials as well as continental breakfasts and lunches. Limited scholarship funding will be available.

A task force of artistic leaders will meet in the coming weeks to help shape the curriculum, which could include partnerships between artistic and management leaders, strategic planning, audience development, financial management and working with a board of directors. More detailed information and an application will be available on the website later this month.

Action: If you have questions about the New Artistic Leader Institute, contact Sheela Kangal.

Save the Date! Expanding the Theatre Manager's Repertoire: August 7–8, 2006

For the ninth consecutive year, TCG is offering the unique and successful training program Expanding the Theatre Manager's Repertoire, continuing our relationship with Target Corporation. Building on Target's own human resources training methods, which exemplify the best practices in the corporate sector, this program is specifically tailored for theatre managers. The 2006 program will take place in Detroit on August 7–8.

Action: Brochures will be mailed to all member theatres in mid-May.

Free Night of Theater 2006

Free Night of Theater is TCG's unprecedented effort to attract new audiences to live theatre. The 2005 pilot program received extremely enthusiastic support from individual theatre companies and local sponsors, helping to make this historic Free Night of Theater a reality. Based on the overwhelming success of this year's pilot program, TCG is now developing the 2006 campaign, which will expand to include fifteen cities, with the ultimate goal of a truly national event in 2007.

Free Night of Theater 2006 will open across the country on Thursday, October 19, 2006. To date, expansion cities for the 2006 program include Atlanta, Boston, Cleveland, Detroit, Los Angeles, Seattle and Washington, DC, with state organizations in North Carolina and Wisconsin also slated to participate. The final list of participants for the 2006 campaign will be announced following the annual APASO (Association of Performing Arts Service Organizations) Conference scheduled for the end of March.

Action: Free Night of Theater 2006 will take place on Thursday, October 19. Visit the Events section of the website for a summary of the 2005 campaign and participation details for the 2006 campaign.

TCG/ITI Travel Grants Deadlines Announced for Spring and Fall 2006

TCG/ITI Travel Grants, funded by the Trust for Mutual Understanding, are designed to foster cultural exchange and artistic partnerships between theatre professionals in the United States and their counterparts in Russia and Eastern and Central Europe. These $2,500 grants support travel in either direction between theatre artists, administrators and educators, enabling them to share ideas, gain exposure to each other's cultural traditions and communicate contemporary theatre techniques. Recipients may be either a U.S. not-for-profit theatre applying on behalf of a theatre professional(s) or an individual theatre professional(s) who is a U.S. citizen or permanent resident of the U.S.

Joan Channick, TCG's deputy director and director of the U.S. Center of ITI, remarked, "This program has sustained a vibrant series of exchanges between American theatre professionals and their colleagues in Russia and Central and Eastern Europe, leading to new international collaborations and, over time, deepening existing cross-cultural relationships. We are grateful to the Trust for Mutual Understanding for their unwavering support of this important work."

Action: The postmark deadlines for the TCG/ITI Travel Grant applications are April 28, 2006 (for Spring) and October 27, 2006 (for Fall). Visit the Grants section of the website for application guidelines and more information.

We also remind you to send posters to your federal, state and local legislators. They often like to display their constituents' posters in their offices.

ADVOCACY NEWS FROM THE AMERICAN ARTS ALLIANCE AND TCG

Arts Advocacy Day March 13–14: Please Attend or Participate From Home!!

This year, Arts Advocacy Day begins in Washington, DC, on Monday, March 13, with a day of legislative training sessions and guest speakers. The Nancy Hanks Lecture on Arts and Public Policy takes place on Monday evening at the Kennedy Center. This year's speaker is William Safire, a Pulitzer Prize-winning author and longtime political columnist for the New York Times. He currently serves as the chairman and chief executive of the Dana Foundation. Mr. Safire will preview new preliminary research results linking brain activity with arts education learning. The lecture will also feature a short performance by the Martha Graham Dance Company. On Tuesday morning, the day begins with the Congressional Arts Breakfast on Capitol Hill. Last year, arts advocates succeeded in securing increased funding for both the NEA and the NEH, as well as securing increased funding for arts education programs within the U.S. Department of Education. Your involvement does have an impact and we hope that you will consider participating in this year's event.

Action: If you can attend, please contact Laurie Baskin at (212) 609-5900 x228. If you cannot attend in person, but would like to participate in Arts Advocacy Day, please visit the Americans for the Arts website to find a draft letter you can send to your Member of Congress on March 14!

President Bush's FY07 Budget Request

President Bush released the Administration's budget request for FY 2007 in early February. Once again, the President requests no new funding for the NEA, eliminates all funding for the Department of Education's Arts in Education Programs and cuts $53.5 million from the Corporation for Public Broadcasting.

An NEA budget of $124.4 million leaves the agency seriously under-funded and unable to fund the thousands of qualified grant applications it receives. Without additional funds, the NEA will be unable to adequately fund the discipline programs which are so important to the theatre community.

While the total budget amount is not enough, we are glad to see that more money was allocated towards direct grants. These direct grants go to support the creation, presentation and preservation of art in communities across the country. The theatre community receives much needed funding from the NEA's Access to Artistic Excellence discipline-based direct grants.

Action: We urge all of our member theatres to contact your Members of Congress to support an NEA budget of $170 million for FY07 and for an Arts Education budget of $53 million at the U.S. Department of Education. Stay tuned for future communications from us on all these vital programs. TCG's message this year will be to advocate for increased funding for the NEA so that all funding priorities will receive adequate funding. We do not recommend any advocacy regarding internal shifts of funding at the NEA.

National Medal of Arts Nominations Open

The National Medal of Arts is our nation's highest honor given to a living American artist or arts patron. The National Council on the Arts makes annual recommendations for the National Medal of Arts to the President. The Council's recommendations very much depend on nominations from the public.

Action: The deadline for nominations is March 15, 2006. Visit the NEA website to nominate or review nomination criteria.

American Symphony Orchestra League Joins American Arts Alliance

TCG is pleased to welcome the return of the American Symphony Orchestra League to the American Arts Alliance family. The League was one of the original founders of the American Arts Alliance. Classroom training and production experience will combine to provide a thorough understanding of the community collaboration process, from beginning to end.

Students must be 18 or older and can be at any stage of their education or career. Applicants may include theatre artists of any discipline as well as educators, community organizers, activists or anyone else interested in the intersection of theatre and community.

ARTS EDUCATION

Grant Opportunity: Arts in Education Model Development and Dissemination Program

The U.S. Department of Education has posted the announcement of the next round of arts education funding through the Arts in Education Model Development and Dissemination Program in the Federal Register. Please note a difference from previous years—the project duration can be up to four years (instead of three), with the first year used to plan an imbedded evaluation process.

Action: The deadline for an optional intent to apply notice is March 8, 2006. The application deadline is April 7, 2006. Please visit the Grants.gov website for application information.

Arts Education in California

In recent years, many California school districts have reduced course offerings in art and music. Educators indicate that this trend has been driven by local budget decisions as well as an increased focus on student achievement in core curricular areas. This trend ignores research that indicates that exposing students to art and music, especially at a young age, has beneficial effects on cognitive development and educational outcomes.

To reverse this trend and expand diverse educational opportunities for students, Governor Schwarzenegger's budget proposes $100 million to create a new Art and Music Block Grant to support standards-aligned art and music instruction in kindergarten and grades one through eight. These grants will be distributed to school districts and county offices of education and will be available for uses that include hiring additional staff; purchasing materials, books, supplies and equipment; and staff development. Funding will be allocated at a rate of $20 per pupil, with a minimum of $3,000 for school sites with ten or fewer students and a minimum of $5,000 for sites with more than ten students. This will ensure that grants are functional at smaller schools. This proposal will be built upon in subsequent budgets to extend the grant program to high schools.

Action: Visit the State of California website to see the details of the arts education grant program. Stay tuned to see how it proceeds through the California Legislature.

Tax-exempt organizations and public schools can now offer a Roth 403(b) option to their employees, because of changes to tax rules that became effective in January 2006. With a Roth 403(b) plan employees have the opportunity to defer some of their wages on an after-tax basis. As was reported in the February TCG Bulletin, the Center for Arts and Culture, an independent think tank affiliated with George Mason University and a resource for news and information on policies affecting the arts, shut down its operations at the end of 2005, citing a decline in general operating support as the cause. An email sent to members of the former Center's Cultural Policy Listserv on February 14 reported that Americans for the Arts has assumed stewardship of the listserv and will underwrite its continuation. According to the email, Americans for the Arts has also agreed to "provide future access to the Center's many policy and research publications."
